Eck, Conley & Richardson

Our firm has a team of attorneys, paralegals and legal assistants, with over 100 years of combined experience in real estate, timeshare, land trustee, escrow, collections, and foreclosure law. We also work closely with several affiliated businesses to provide a full list of comprehensive services to our clients, across the United States. Between the law firm, title agencies, and trust companies, we serve timeshare clients in 22 states, the United States Virgin Islands and The Bahamas.

Philip W. Richardson - Principal

Philip has been the sole shareholder of Eck, Collins & Richardson since acquiring the firm in 2009. Philip is a native of Martinsville, Virginia and graduated from Appalachian State University and the University of Georgia School of Law. He is licensed to practice law in Maryland, Washington, D.C., Virginia, North Carolina, South Carolina, Tennessee, Georgia, Florida and Texas. Prior to acquiring Eck, Collins & Richardson, Philip served as Assistant General Counsel for Starwood Vacation Ownerhsip, Inc. (now Vistana) for 9 years. Before that, Philip served as Associate Legal Counsel to Peppertree Resorts, Ltd. for 7 years.

Chris Conley – Partner

Chris’ practice is limited exclusively to real estate, business, and financial transactions where he regularly represents resort developers, financial institutions, title insurance agencies, and serves as underwriting counsel for title insurance companies. He is licensed to practice in Arkansas, Colorado, Florida, Louisiana, Missouri, Nevada, Oregon, South Carolina, Texas. Chris’ work focuses primarily on structuring timeshare resort developer transactions and providing timeshare inventory management solutions. Before becoming an attorney, Chris worked in intelligence operations with the U.S. Air Force for almost ten years, serving multiple tours in support of Operations Enduring Freedom and Iraqi Freedom.

Joel D. Johnson, Esq.

Joel is responsible for overseeing the administration of the company’s Inventory Recovery operations in Pennsylvania, Tennessee, and Wisconsin. In his capacity as a partner at ECK Conley & Richardson, PLLC, his legal practice is centered on real estate, timeshare, and business transactions. With nearly four decades of comprehensive experience, which includes representing title insurance companies and agencies, Joel plays a pivotal role in guiding the company through its most intricate endeavors.

Outside of his professional commitments, Joel remains deeply engaged with the community, offering his expertise to numerous non-profit organizations’ Board of Directors, such as the United Way and the Good Samaritan Clinic. 

Jacob A. Coleman, Esq.

Jacob A. Coleman is a real estate lawyer based in ECR’s Fort Smith Office. Jacob received his J.D. from the University of Arkansas School of Law in 2017. After graduation, Jacob joined Hayes, Johnson & Conley, focusing his practice on servicing nationwide real estate transactions and foreclosure litigation for large resort developer clientele. Jacob leverages his expertise in legal drafting, research, compliance, and process standardization and automation to best serve ECR’s clients. 

 

Daniel C. Zickefoose - Associate

His practice focuses mainly on timeshare foreclosures. Daniel graduated from The College of William and Mary, where he played on the Men’s Soccer Team, and the University of Richmond School of Law, where he was an Associate Editor of the Richmond Law Review. He is a member of the Board of the Virginia Common Interest Community Board. Daniel is licensed to practice law in South Carolina, Virginia, and the United States District Court for the Eastern District of Virginia. Daniel is a native of Virginia Beach, Virginia and works primarily out of Eck, Collins & Richardson’s Richmond office. 

Barbara Overton - Of Counsel


Barbara joined the law firm of Eck, Collins & Richardson, PL in 2023 as an Of Counsel, after over 22 years in senior legal leadership positions with Starwood Vacation Ownership/Vistana Signature Experiences and Marriott Vacations Worldwide.

Doug Wall - Director, Title Operations

Doug leads the firm’s team of title, escrow and recovery specialists.

He has 20 years of experience in real estate title and financial services. Much of that time focused on the special needs of the timeshare industry and timeshare owners. Doug is a licensed title agent and escrow officer in multiple jurisdictions. Prior to joining the firm, Doug held a variety of management roles, including leading First Title of VA, Inc. as its President. In 2019, First Title of VA merged with Eck, Collins & Richardson. Doug is a native of Richmond, VA.

Founders

Francis T. Eck

Principal (1944-2011) Francis T. Eck began practicing law in 1969 in Richmond, Virginia. He is a graduate of Villanova University and The University of Richmond School of Law. Mr. Eck’s work for the resort industry, including timesharing, campgrounds, travel clubs, fractionals, and second home communities has spanned over 30 years. He works to represent developers, owners’ associations and individual timeshare owners in a broad range of services comprising the preparation and recording of a deed to a full closing with title search, escrow services, and certification of title for title insurance.                                                                                                                                                           

Thomas P. Collins

Retired Thomas began practicing law in 1977, after graduating from the University of Richmond School of Law. For the past 25 years, Mr. Collins focused specifically on criminal law and complex civil litigation. He has obtained death penalty trial qualifications, and has successfully tried these death cases in both state and federal court. Because of his exceptional competency in a broad array of case law, Mr. Collins represents many local lawyers in need of his services.
